Rules & evidence
Deterministic rules run before any AI-assisted assessment. Each rule declares its inputs and the evidence it relies on.
A FAIL excludes the candidate. Cannot be rescued by score or by a strong profile elsewhere.
Produces an open condition. Unresolved inputs stay CONDITIONAL — never silently PASS.
Feeds scoring only. Never excludes a candidate on its own.
Checks operational fit such as custody rails and settlement.
